03INDEPENDENT REVIEW / AUDITS
Find the gap
before the gap becomes a problem.
Policy, instruction, equipment and documentation must work together. An independent review asks whether they actually do.
Request an audit consultationTHE BETTER QUESTIONS
“Do we have a policy?” is only the start.
Law-enforcement agencies work within demanding policy, training, documentation and operational requirements. VCG examines the relationship between what is required and what can be demonstrated.
We do not assume a program is broken. We examine whether the system functions as intended—and where it may be improved.
WHAT AN AUDIT ASKS
Look across the entire system.
Does the policy reflect actual operations?
Is training consistent with the policy?
Are instructors properly qualified?
Is required training documented?
Are deficiencies identified and addressed?
Do supervisors evaluate the program?
Is remedial training provided and recorded?
Can the agency show that evaluations occurred?
THE AUDIT LENS
Follow the thread all the way through.
A review should not stop at a policy binder or qualification sheet. VCG considers how each stage connects to the next.

SPECIAL FOCUS / FIREARMS
A score is not a complete firearms program.
Firearms programs involve recurring qualification, instruction, equipment, safety, instructor competence, use-of-force considerations and reliable records. A comprehensive review considers the entire program rather than a pass/fail result.

WHY INDEPENDENT REVIEW?
Familiarity can hide friction.
An internal program may operate for years without a fresh outside examination. Independent eyes can identify a gap that becomes invisible when “the way we’ve always done it” goes unquestioned.
The goal is not to predict litigation. It is to help an agency see its system clearly enough to improve it. Todd has also assessed a federal law-enforcement firearms-training program, reviewing its policies, procedures and standards.
