FOR AGENCY LEADERSHIP

Three questions worth asking now.

Use these prompts to start an honest internal conversation. They are not a substitute for a scoped independent review.

01 / POLICY

Can you trace a requirement into training?

Choose one important policy requirement. Find its lesson plan, instructor guidance, delivery records and most recent evaluation. Where does the trail become unclear?

02 / FIREARMS

Is your program more than qualification?

Look at safety, equipment compatibility, instructor oversight, scenarios, remediation and records—not only a periodic pass/fail score.

03 / REVIEW

When did you last test your assumptions?

Identify the last documented program evaluation, who performed it, what changed afterward and how follow-through was recorded.

FOR ATTORNEYS

Preparing for an initial expert review.

A useful first conversation identifies the questions at issue, relevant deadlines and the materials already available. Depending on the case, this may include policies, lesson plans, training records, qualifications, reports, video, photographs and testimony.

Provide context without asking an expert to assume an outcome. An independent analysis starts with the evidence.

FOR TRAINING MANAGERS

Qualification is a snapshot.

A passing result on a particular date does not, by itself, show how personnel were taught, whether instructors were prepared, how unsafe conditions were identified or what happened after a deficiency surfaced.

Build a record of development and evaluation—not only completion.
